La única voz respetable y lúcida que se oyó en esa reunión fue la de Leonel Fernández, presidente de República Dominicana, quien repudió el golpe, citó a Rómulo Betancourt como uno de los padres de la democracia continental (cuya "Doctrina Betancourt", de no aceptar dictaduras militares, está implícita en la Carta Democrática de la OEA y en el rechazo al golpe hondureño) y reivindicó los gobiernos civiles.
